Hi dear,
I have recently noticed that there is an already compiled flexpart 9.0 in http://packages.ubuntu.com/trusty/flexpart . you can easily download file "amd64" from this page and then type flexpart flexpart.ecmwf or flexpart.gfs in directory you have option folder.

Normally we use FLEPXART under Linux (distribution does not matter). If you have all the required libraries and a Fortran compiler, you could probably also run it in Windows.
