Creating new FPv9.3.2 branch for NetCDF4 implementation of intermediate met files

Description
The FPv9.3.1 branch has been used by CTBTO since October 2016 for testing purposes. Since then, I've changed the format of the intermediate met files from raw binary to NetCDF.
To facilitate this, I'm now creating new branch (from Tag FPv9.3.1f), FPv9.3.2, in which I will apply modifications, and this will become the "operational testing version" for CTBTO.

This task has been completed. A new tag, FPv9.3.2a, was created to mark the first hopefully stable instance of 9.3.2.
Anybody with authority to close this ticket may do so now.

Correction - New branch FPv9.3.2 is initially being created from current branch FPv9.3.1, not from the tag as I had previously stated.
