Description
Add a new component to consider the aspects related to the system including decisions on it that have been performed via discussions on the mailing list.
The component shall have the name: "System aspects" and may be also used by the users encountering some problems with the system or having some suggestions on it

As I understand it
"on behalf of NILU" means 4 developer
so this is accepted
I ve created the component "System aspects"
This should be used for any changes to be implemented in flexpart.eu
(the trac and the svn System)
I ll move the tickets 1 to 8
