In trac _ADMIN means all rights

REPORT_ADMIN =

REPORT_CREATE
REPORT_DELETE
REPORT_MODIFY

The main purpose of flexpart.eu is to document what is/was going on
so nothing should be deleted

I would also add

REPORT_SQL_VIEW

cause then it is easier to create new Reports

REPORT_CREATE
REPORT_MODIFY
REPORT_SQL_VIEW

can be granted any time if the developer agree
